Once a test well has been "closed" and "abandoned" are they easily re-opened? I'm sure part of the well bore has been cemented but is this easy enough to drill out?

Scenario, suppose a major earthquake/plate tetonic shift should occur and all of a sudden ZN suspects oil may be found in prior closed wells such as Ma'anit 1, Ma'anit-Rehobith 2, Elihah 3 ....
