Yes. Originally, CTOs only applied in the province in which they were imposed. But a few years ago, some of the provinces agreed to honor each other's CTOs. Ontario isn't one of them, but I think it could be some brokerages simply find it convenient to apply any Canadian CTO to all clients. I've seen BC CTOs that seemed to result in the inability of any Canadian resident to trade the securities in question.

But you might want to call your broker and ask about that specifically.
