It's more like Engineered inside buying which is used to create the illusion of confidence when in reality Qsep has failed at every product launch under several rounds of "new" management teams. All were touted as phenomenal changes. These insider buys are strategic and are far better than buying stupid "stock awareness" programs like redchip or Mgroup for 50k a pop. It addresses the biggest problem which is credibility. Investors have been lied to for so long they believe nothing. Proof now is in the pudding. Last Q reported they had enough operating funds to cover through November...well It's November!
