I was speaking more to the frequency of the PRs and the follow through.

A drawn out, largely uncontrollable process announced as an intention with only an estimated forecast for completion back in March and still awaiting completion at EOY is FAR different than the hyped announcement of news with zero follow through for months afterward.

This is the distinction I was attempting to explain.
