ExParte from the CCA is on LOCK DOWN, IMHO.

The 'Sunshine Rule' prohibits anyone from contacting the FCC or expressing any new influence during the period of one week prior to an FCC ruling when it is scheduled. My best guess is the Chairman invoked the 'Sunshine Rule' as the final document was distributed to the other commissioners and then over the transom came the LATE posting. No details, but we do know that the next Commission Meeting is one week away.

The document is received but not allowed, IMO. There may be a battle going on up on the eighth floor of the FCC headquarters, unsettled and hence we also don't see the 'Sunshine Rule' even though it should be in operation if I'm correct on this.

Looking at the ULS link there appear to be two documents in limbo - one likely the Sunshine Rule.

Bet that made Chairman Pai angry. Did somebody pick up a phone and tell somebody to get their ExParte in there? ASAP wasn't fast enough. Clever how they even managed to put the date in the document title (110917) - sort of a desperate effort it may seem?
