Verizon and Comcast already offer local TV broadcasting that's what they do so you can rule them out.
Apple already has an app for this for 24.95 by FancyBits so a buyout of FancyBits by Apple seems much more logical.

My point is the company needs to start moving before the rest of the players get in, NetFlix, Hulu Etc., but management obviously seems in no rush to do so. You have to ask yourself... Why?
