That's not necessarily true. I had a bid in for a stock with a 10M AON [All Or None]. The bid was relatively high already but mine got filled quickly because someone on the selling side had a 10M AON waiting. It's a crap shoot gamble when it comes to getting filled on the pennies. The MMs completely control the outcome.
