I disagree, Mike. I think we're at the low where this whole recent rise mostly began, which happens to be $1 down (likely target) from the recent high ($5+). Waiting for an unlikely short-duration move to $3.60 will likely have you missing the buying opportunity now...especially with WSU news coming tomorrow.
