Seems like a broken legal argument for the CCA to request that the FCC overturn a decision made by the Enforcement Bureau as not being valid - when if for example you have an employee who makes a deal or contract for a company with a customer then the company can not turn around and say the employee could not act for the company. The employee represents the company in transactions, just as the Enforcement Bureau is delegated it's authority by the FCC. So it is.

Here's the sentence relevant for the above remark:
"Finally, CCA explained that Verizon and Straight Path cannot use the Consent Decree to shield their failure to build-out,and encouraged this Commission not to feel constrained by an Enforcement Bureau decision that should have been issued by the Wireless Bureau and, considering the amount of spectrum and money as stake, the full Commission."

Then also, this CCA ExParte repeats their earlier document only related to other meetings CCA held with the FCC staff. CCA attempts to say that the courts got the remand wrong and the FCC should correct the courts, when the courts have indicated that the FCC made the license extension revocation on Fibertower without taking all the relevant facts into account? So CCA says - 'Just ignore the facts again.'
