Dictated strictly by share price. Guidelines for OTC-QB specify a share price > .01. We dipped below that over the summer. I don't know the exact guidelines, but I would expect that there's a probation period to try to rectify share price, and failure to do so leads to a tier change to Pink. At some point MYDX was moved to Pink, based on the share price.
