People if this has been shorted by someone that was here BEFORE the conversion and they paid .01 per share and then got converted at 33/1 they now have .33 cents in each of those shares! Then let's they later shorted say at 2.50, they can ride this to .33 and break even and replace WITH THEIR OWN CHEAP .33 SHARES, it's called shorting against the box........... So they may never be covered or not for a long time
