the reason why you cant short pennies is indirect.

its not that you physically cant, its that the brokers dont provide any large amount of shares to short because of lack of liquidity.

the same reason why large hedge funds dont buy penny stocks is the same reason why no one will let you short them...lack of liquidity.

you first have to find a broker that has shares available to short, and if you pull that off you have to see how many they have...and it will be a tiny amount because the big funds/brokers dont deal in large amounts of money in shares of penny stocks.
