I'm guessing that jon was invited to plead his case to central gov officials..he was accompanied by provincial officials who were backing him..i think mard was the opposition..the end result was kblb being given the ok to import and breed..the writing is on the wall for mard..

To take it a step further, the Vietnamese Prime Minister was born and raised in Quang Nam. Here is an excerpt from his wiki...

He was born on 20 July 1954, at the commune of Qu? Phú, district of Qu? Son, Qu?ng Nam Province province. He took economic management at Hanoi National Economic University from 1973 to 1978. I could see a situation where provincial officials really want Kraig Labs business, and finally used their ties to the Prime Minister to side-step MARD and speak directly to Central Government officials in Ha Noi. This would assume that there are still people in Quang Nam with strong ties to the Prime minister, which is highly likely considering the Prime minister went up through the ranks in Quang Nam.

To be clear, I'm not saying this issue is going directly up to the prime minister, but just the fact that he may associate more with the provincial officials of Quang Nam might give them a louder voice when speaking to central government officials.
