I don't think provincial officials can authorize this kind of importation otherwise it would have been done long ago..

I don't think even mard can authorize importation without central gov officials approval..they can approve but not authorize..

imo, only the central gov can do that..

I'm guessing that jon was invited to plead his case to central gov officials..he was accompanied by provincial officials who were backing him..i think mard was the opposition..the end result was kblb being given the ok to import and breed..the writing is on the wall for mard..

I believe mard was the problem previously and still is..but it doesn't really matter who the opposition was..whoever it was just got overruled..the writing is on the wall for whoever it was..

as far as I can see, the provincial gov wants kblb's business and the central gov just gave them their blessings..i just don't see a bureaucrat from some gov dept going up against that..

its all but done..
