They dumped 2.5 Billion shares through a couple of toxic notes, that is very definition of a pump and dump. Price does not have to rise as the concept here was simply generate volume to dump into.

Plenty of PRs that were absolutely fictitous bullshit to allow the toxic financiers to dump their hundreds of millions of shares into the market.
