Idcc can't make attractive offers to Samsung because of MFL agreements they already have in force with several OEM's. What they need now is a standard royalty rate for 3G(such as 1.5%) to even the playing field. IMO attractive offers are what got Idcc into the situation they're in now. Idcc has tried to be a partner but it doesn't work. When you buy something, you don't want a partner, you just want a fair price.
Also, no more phony deals such as "I'll pay you WHEN and IF deals". They just delay the inevitable litigation. As I've stated before, MFL stands for MUCH FUTURE LITIGATION.
