There is nothing in there that talks about an exemption, in fact, it reiterates many times that you have to be "licensed". You should research what it takes to become licensed and the list of a very select few companies that are licensed. You cannot get a license without having received a final inspection from Health Canada on your building, security, storage vault etc. That being said, no building on the so called property means no license. No ifs, ands or buts, no exceptions and no way around it.
