I read it more like they need to disclose US activities and adhere to various state regulations... or ... face a possible delisting review.

I recall they were in Florida which is legal for medical and I think Washington state which is legal for rec. No issues as long as they disclose and follow the state rules.

If the sector reacts, it will most likely hit everyone, not just Aphria.
