First: there is no sleight-of-hand; it is real DOCG prosecco. I have heard some variations on how this happened, but all the variations I have heard involve Costco's buyers finding some extremely distressed small vineyards. As in "contract got broken and we are facing a 100% loss on their crop" distressed buyers; Costco then put the screws to them and got the crop(s) at fire sale prices.
Kirkland DOCG is so far below the second lowest DOCG price point, it has raised some claims of unfair pricing. However, this does leave a $20.00 DOC like Bellissima way out on a ledge as far as pricing.
Haven't tried it myself, but Kirkland DOCG has more positive buzz than Bellissima. One thing is for sure: Kirkland DOCG doesn't involve a 10% cut for someone lending their signature.
