You can effectuate name change through SOT in the State in your business is registered. However, symbol change only can happen via finra. Even if finra denies name change, company can continue to use new name as its official co name, but cannot do the same with symbol change. Case in point-Fincera, inc, where it changed its name at the State level and subsequently applied with finra for symbol and name changes. Finra denied company’s request for symbol and name changes and SEC denied company’s appeal. Still today, various brokerage account recognize the company with its new name, although company still uses old symbol. That’s my understanding.
