No, they just connected a liner hanger to the bottom of the 9 5/8" casing string in case they needed to hang an expandable liner (instead of another string of casing) later on. As far as testing is concerned, perforating liner that is hung from the previous casing string is no different than perforating casing that runs all the way to the surface.
