If Offor knows how to play the game why has it been reported that Chrome is broke and Offor isn't much better off?

What happened in Chad? Did he forget how to play that game? Why have there been 0 wells drilled in the JDZ in 6 years and why hasn't ERHC been able to find a partner in the EEZ for a decade? Why didn't ERHC get a marginal property in Nigeria? And why does ERHC owe 13 million they can't pay? And why has ERHC not discovered a single barrell of oil. If that's how the game is played well, I'd hate to see what ERHC would look if they were clueless. It would probably look a lot like it does now.
