Kern County is actually one of the first counties in the state of California to confront the issue of regulating commercial marijuana cultivation. They will be voting on whether to ban or regulate this month. I'm sure Paul knows how to count votes. The ban side probably has little chance of succeeding. Kern County Cannabis Land Use Ordinance - Option B Regulate

Depending on the zoning, certain properties will be eligible for getting a cultivation permit over the counter. As pointed out earlier, there may be contingencies built into mCig's purchase covering what the county does regarding the permit process. However, obtaining a sales commitment before the county acts probably gives mCig a better deal than if they waited, as the property would then become more valuable. The state requires proof that a company has received a county permit before they will issue a state license. Had mCig not disclosed this deal, people would be criticising them for lack of transparency and hiding material facts.
