You assume restricted shares are always dumped. This is often the case when a company is not making progress on its business plan and restricted shareholders just want to get out while they still can make a profit. If the company is growing, like mcig, and there aren't that many restricted shares reaching maturity, the restricted shareholders are just as likely as anyone else with a large profit to hang on for more.
