I'm not saying anyone should have demanded he open his bags. I'm merely suggesting that hotel staff should perhaps be trained to pick up on unusual guests. Make a list. Maybe do a background check if the person seems suspicious.

Of course in this case it probably wouldn't have helped. At least so far, there doesn't seem to have been anything in Paddock's past that would have set off any alarm bells.
