I think the small UAV is being used for a different purpose than GTE's large HAA would be used for. It's probably used for verification of human vs. animal etc.

The govt. wants a WALL between us and mexico and a smart fence and tower security system "sounds" more secure than a system utilizing large HAA's even though they both could probably "sense" intruders.
I would think they could be used together to complement each other and once GTE has proven what the strat can do, it might be utilized.
