The A/S are the authorized shares for potential issuance. It's their credit limit. Reducing AS reduced the threat of dilution (dumping more shares into the market). Most always AS is far higher than OS. Reducing AS doesn't impact the float as those shares were never trading on the market. All in all it's a shareholder friendly move however.
