The news was good, but slightly hyped which is why we only got a small pop. In spite of the word binding used, the contract is not final so only binds them to the fact they promise to keep trying to finalize it! It is basically a gentleman's handshake agreement which indemnifies both parties if it doesn't work out. However The Areva CEO wouldn't have agreed to even that if there wasn't solid potential.
