The longer the wait on contract fulfillment, the more it is for IMO. Just figure an average hourly rate for someone in IT (maybe more than one person) plus the cost of software. Probably a premium price in the case of a deal with a major company. Many of us remember when the contract potential surfaced. It's been awhile. This is not a bad thing IMO.
