blue chips are often overvalued in market cap not just penny stocks based on forward looking speculation.

look at chipotle and amazon stock trading for years at ridiculous valuations that aren't supported on the balance sheet.

conversely, some penny stocks are undervalued just as some are over valued (bitcoin).

therefore, your point is disproven with counter-examples.
