Well, I'm not always right. But, usually, I know where to look to find out who is right.

.Gov is an odd little world... with little sites devoted to certification and evaluation and other sites devoted to lab experiments... And the DoD has so many layers and ranks and titles, it's very confusing.

At various points in certain technical documents, you can usually find a sentence or unclearly articulated paragraph that will support just about any opinion. Then there's the fact that certain guidelines... are just GUIDELINES... meant to cover some things and not cover others.
