Water excesses will have limited effect on road conditions although you're right in your assumption. At the same time, cold weather plus water will destroy formerly favorable roadways more convincingly. Heat as in 100 degree days that we're getting daily must be impacting, too, although ALDW serves outlets not facing Texas climate conditions. It's a grab-bag.
So I agree with you but that 10% part tells me asphalt has limited means by which to measure efficacy in ALDW's market.
However, constraints on refinery utilization should impact more heavily and that's where I believe we will find ample reward as in a richer distribution forthcoming in a few months.
