Talked to a few people quickly and here's the basics on this deal:

Good news - Reduction of friction is somewhat of a holy grail in the services industry as the length of pipes are getting so long. If this were to somehow play out well in the industry this could be unicorn-type stuff in a bigger way than a lot of the scenarios mentioned here

Bad news - Victory energy is a nothing in the industry. If this technology were effective and groundbreaking, why have none of the bigger players taken a shot at it?

Just my 2 cents via some very knowledgeable energy folks.
