Looks like they have a new equity incentive plan without telling anyone. From the 10q released 8/14/2017:
"...as of June 30, 2017, we have not put in place any additional equity incentive plans for the future issuance of our common stock."

From today's Form 4:
"Stock options granted on August 17, 2017 pursuant to the Company's 2017 Non-Qualified Equity Incentive Plan which are immediately exercisable into 2,500,000 shares of the Company's common stock at an exercise price of $0.06 per share."
