I do remember a group of advertisers a short while ago threatening to sue ad blockers for them losing business as ads are not being read.
That may not of gone anywhere, but the noise the ad people made and maybe behind the scenes deals with some ad blockers are where we are today.

Trying to find adblockers that completely block ads. The money these advertisers are claiming they are losing is way over blown and padded. Just like the record companies claiming to lose trillions a year in sales to regular people making one copy of something.
