But can you explain why these shares are bought pretty heavy and the holders of the stock are not selling and yet the pps drops?

I could totally agree that this is a scam or whatever but it isn't diluting. The hedges are in fact adding regardless of it being all or some of them.
Who is selling?

The pps goes up with buying and down with selling. It's very simple. So why is this going down on buying?
