True, but in most new company cases it's a handful of seed investors, who get discounted shares that are restricted and therefore subject to subject to Rule 144.

ALPP was a new company that started trading with an inordinate amount of shareholders, over 400 if I recall correctly, and I'd presume from what we have seen in the pps, mostly unrestricted. Also, a very high % of the o/s is floating, which is somewhat unusual as well, from my experience, for a new publicly trading company.

Honestly, I don't know what to make of it, it's trading abysmally for some reason. In fact it's been one of the worst new trading tickers that I have watched this year. Maybe if it had been a p&d I could see the massive pps decline and lack of interest, but it isn't so I have no clue why it's happened. My best guess is that it's simple a matter of supply and demand, a few too many shares/sellers and not enough buyers/awareness.
