That filing seems messed up. It says...

The exercise price per share of Common Stock under this Warrant is $0.01 per share, which is the average of the 3 lowest reported sale prices for the Common Stock for the 10 Trading Days immediately prior to the March 31, 2016 initial Issue Date (the “Exercise Price”).


But the price of SPCL stock back in March 2016 was more like $0.0001 per share and not $0.01 per share.


And wouldn't warrant shares come out of treasury stock? I don't know much about warrants so just asking.
