Thats not the way I read it.

From the Merit review.

? FY17: $850K
? FY16: $750K

The 2016 budget is spent with no participation from NEAH so has a portion of the 2017 budget.

The 2017 budget is 850K. This is with 3 labs participating, although it seems that all labs would touch the battery at some point.

There will be most likely be budget assigned for the 2018 portion at a later date. Possibly at the next merit review maybe before.

Keep in mind that this is not the SBV project which was in the Adavnced Manufacturing Office. This is a Vehicle Technologies Project that NEAH appears to have been absorbed into. I don't know if they can move project money over into the other side.
