Even today, most hedge funds are about 60% long. Right now, probably more than that, if they want to survive.

Obviously shorting the market hasn't worked in a long time. But for professional shorts, it's about discovering mispricings in individual issuers. Shorts enjoy doing research, and ferreting out those mispricings.

That's what research is about on both sides. Find overbought or oversold stocks. Easier said than done, though. Except in the pennies, where overbought stocks are nearly all stocks.
