Purely speculation, I assume that this is to sell licenses for use of the patented delivery systems, once they are completed. Based on the previous announcements for the patents for the in-development delivery systems to treat lung cancer, Parkinson's, PTSD, each of them would require a different dosage/spray pattern, or whatever else I don't know about inhalers lol. I would assume this is to offer what DEWM has(or to look the other way if a competitor develops something similar) for a fee.
