Yes ,, they could,, especially if they need cash and don't care about diluting the share structure---

And the AS is always larger than the OS---so if they an APO or a forward split and not involve the AS , they are limited as to the size of the APO and split by the share quantity difference in the AS and OS---

But if they don't need cash and do the forward split , they can also forward split the AS,, thereby a 10 for 1 or 20 for 1 OS split and increase the AS to handle everything---

But in order to meet the requirements of the NAZ or the NYSE they must do something---
