$1 per case imported as a static fee to United Spirits isn't likely impacting the PPS here and has been a known quantity for a long time.

The fact you think he should roll United Spirits into ICNB is fine. Whether or not that's even legal I have no idea. The alcohol system is crazy with a lot of forced tiers required to be separated which I'm going to guess is exactly why the import business is separate and requires a nominal fee.
