He's just trying to downgrade the story.

It isn't going to be a drug that gets into opioid crisis to begin with. It's only available under strict hospitalized supervision(you're not going to CVS or Walgreen's to get it), it's about 1/4 the cost of a morphine IV, and the intended use(and still make driving force) is for this to be used in the field/field hospitals of the military. Are you going to tell me the FDA is going to at no to a drug the military wants approved and meets all the safety requirements?

Worst case, it gets denied in the US, so they ship manufacturing overseas and import it.
