The company can choose the anticipated effective date for corporate actions such as a name and ticker change as I understand it. The company may have picked a date in August as the Effective Date all along. We don't know for sure.

There is a place for it right on the FINRA paperwork.

2 FINRA forms are required for name and ticker change:
1 - The Transfer Agent Verification Form
2 - Issuer Company-Related Action Notification Form:


The Transfer Agent Verification Form is filled out by (you guessed it) the Transfer Agent, VStock Transfer LLC in our case.

These 2 forms are filled out simultaneously.

Here is a filled-out Transfer Agent Verification Form as an example. Under the Name Change section it has a line for "Anticipated Effective Date for Corporate Action"

You can verify that this company did have a name change on their Anticipated Effective Date by looking them up on OTCmarkets and FINRA Daily List History.

Submitting Notice of Company-Related Actions

An issuer or other duly authorized representative that is obligated to notify FINRA of a Company-Related Action must:

1. Complete, sign and submit the Company-Related Action Notification Form to FINRA Operations at least ten (10) days prior to the record date or effective date (as applicable) involved for the Company-Related Action. The form is available on FINRA's website at www.finra.org/upc/forms.


Note: Effective Date and Record Date are used interchangeably.

3. What documents are required for a Company to change its name?
The company needs to complete the Issuer Company-Related Action Notification Form and submit to FINRA no later than 10 calendar days prior to the record date of the corporate action. Submissions can be set via email or fax to (202) 689-3533. Failure by an OTC Equity issuer to provide the requisite notice may constitute fraud under Section 10 of the Securities Exchange Act of 1934.
The Issuer Company-Related Action Notification Form is all electronic now.

Other supporting Documentation is required too, like the State Articles of Amendment for Name Change ect. We would have had to attach the WY SOS July 14 Name Change document on the FINRA EForm under the Documentation tab. That probably fell under a Request for Additional Information by FINRA.

The Name and Ticker change becomes "Effective" one business day after it is posted to FINRA's daily list.
