If you hover over the folder, does it not tell you it's creation date?..

as to the folder itself, it is created if you selected the "refresh" option in Firefox---this option is available in the firefox>help>troubleshooting info menu....or by using the "menu>?>troubleshooting info path...

the "refresh" option resets your FF back to factory default, hence why it saves your data, and has nothing to do with FF updates...
