Our Federal Government, SEC, and other regulatory bodies allow the MM'S to privately trade for their own accounts - just like insider information.

The main reason, I have been told that the our government allows the MM'S to trade, as such, is for their keeping the pinky market in balance.

So, I normal pretty much assume when I see such sales as you refer to that it is an MM or several MM getting together to maybe buy or sell for their own private accounts.
