Yes because some trailers will be down due to loading of goods & Some will be down due to off loading of goods. A Drive could drop off a empty trailer to be filled & take a full one for delivery as a example. So yes more trailers than Trucks is needed to keep the down time low or near nonexistent. Remember time is money !
