That means financing of the entire project must be secured BEFORE the German loan guarantee is issued. That might render it difficult to use the loan guarantee as part of a first tranche debt/equity package, unless the entire 1billion USD are secured.
Management should really lay out their strategy in some more detail to existing shareholders.
