I understand now why they're going the build it yourself route rather than contract out production. It's part of the agreement Mario made with Serge to get all of his patent rights. I saw it in the last 10-K, filed with the SEC on page F-21. You can take a look at it on PinkSheets.com, under filings for SVMI. SaVi agreed to build a state of the art R&D Lab/Production facility:

"under the terms of the Agreement, the Company is required to build a $5,000,000 research and development lab and a manufacturing plant"

It says in the same 10-K on page F-20 that SaVi intends to sell it's emissions reduction technology to manufacturers of new vehicles and owners of presently operating automobiles. I think if they do a deal with Ford, Daimler-Chrysler or GM, any one of those deals would have the same an effect on the stocks value, that'd be equal to what an agreement with China would do. When one of the big three auto manufacturers sign up, the other 2 will follow. They've got plants of their own where they can make the DynoValves at and just send SaVi a check. Because it's mentioned in the 10-K, I think "manufacturers of new vehicles" is part of some of the stuff they couldn't directly tell Blockman and PatD100 about while they were there last Friday.

Also, the three major manufacturers of diesel engines for big trucks are Detroit Diesel (Chrysler), Cummins and Caterpillar. A deal with any of those would be big.
